Rebalance fails in couchbase CE with 'badmatch, no_quorum'

All:

We are running 5 instances of Couchbase server in Azure cloud. When we try to perform a rebalance, we encounter an error as ‘badmatch, no_quorum’. I have attached the exact error screen shot herewith. Request you to share your inputs on the possible causes for this issue and any suggestions to resolve this.
